The concept for what would eventually become Enchanted Tales with Belle was announced at the D23 Expo in 2009, as a part of the Fantasyland Expansion announcement <ref> http://www.orlandosentinel.com/travel/attractions/the-daily-disney/orl-bk-new-fantasyland-disney-world-magic-kingdom-story.html </ref>. At this time, Disney announced that as part of "New Fantasyland", guests would be able to "dance with Cinderella; celebrate Sleeping Beauty's birthday with the Good Fairies; or join Belle in an enchanting story performance in the Beast's Castle library" <ref> http://abc13.com/archive/7014627/ </ref>.
Although the plans for the Fantasyland Expansion changed and some of the other interactive character meet and greets were dropped <ref> http://www.insidethemagic.net/2012/08/new-fantasyland-evolution-walt-disney-world-modifies-concepts-artwork-while-magic-kingdom-expansion-takes-shape/ </ref>, the interactive Belle meet and greet remained in the new land's plans.
